Memorandum of Understanding between
the Ministry for Science, Technology and Higher Education (MCTES) of the Portuguese Republic
and
the Ministry of Science and Technology (MOST) of the People’s Republic of China
on the Promotion of Cooperation Activities towards the Implementation of the
China-Portugal Science & Technology Partnership 2030

The Ministry for Science, Technology and Higher Education of the Portuguese Republic (hereinafter referred to as “MCTES”) and the Ministry of Science and Technology of the People’s Republic of China (hereinafter referred to as “MOST”), hereinafter individually referred to as “Signatory” or collectively as “Signatories”),

HAVING REGARD the Basic Agreement on Science and Technical Cooperation between the Portuguese Republic and the People’s Republic of China, signed in Beijing on 13 April 1993;

HAVING REGARD the Memorandum of Understanding between the Ministry of S&T of the People’s Republic of China (MOST) and the Portuguese Ministry of Education and Science signed on October 26th, 2012, to strengthen the joint research between their two States;

HAVING REGARD the common understanding between MCTES and MOST on the establishment of a “China-Portugal Science and Technology 2030” partnership, expressed through the letter of the Portuguese MCTES Minister Manuel Heitor on April 16th, 2018, and the letter of the Chinese MOST Minister Wang Zhigang on July 21st, 2018;

HAVING IDENTIFIED a common interest in promoting and developing the scientific and technology cooperation between MCTES and MOST, in areas such as Space, Oceans, Energy, Climate, and advanced Nanoscience, to enhance scientific and technical interactions between the Chinese and Portuguese communities and to promote further engagement for scientific and technological development in their both States.

Clause 2 - Areas of cooperation

The Cooperation within the framework of this MoU may be carried out in the following areas:

  1. The Cooperation on cultural heritage, history of science and technology and emerging contemporary interactions, may include, and is not restricted to, the development of a new R&D agenda and advanced training programs aiming to promote the history of science and emerging Europe-Asian scientific and cultural relations, including the analysis of the evolution of the “silk route”, from the origins to the prospective discussion of new horizons, as well as the promotion of the collaboration of China and Chinese institutions with the “Macau Scientific Cultural Center, CCCM”, located in Lisbon, together with the promotion of a new R&D alliance for the development of the history of science and technology and emerging contemporary interactions between Europe and Asia.
